The bird clades that survived were pretty small and generalists so they could eat whatever scraps of food that they could find. Dinosaurs by this time period were for the most part fairly large (even the smaller clades were decently sized animals) and more specialized so more vulnerable to extinction. Add on to this that dinosaurs at this time seemed to be going through a phase of lower diversity due to some other natural frickery going on at the time and boom, they all dead.

Cephalopod beaks and diapsid beaks both fill similar roles. Monotreme beaks are not used to bite or crush or do anything like that. Echidnas have fused jaws and platypus use plates in the back of their mouths to crush their prey. Their beaks are mostly just used for their electroreception and are thus not relevant when talking about mammals evolving beaks.
