My dog is reactive and aggressive ONLY when he is leashed. Without his leash he causes no problems, doesn't even jump on people and barely takes an interest in them. On leash? jumps on people, barks at cars/bikes/ etc.
I have let him off leash and nothing bad happened. On leash is when every bad or poor situation happened.

There is literally no way to tell whether a dog is a well trained pup or an under socialized ticking time bomb. That’s not really the dogs fault, it’s shithead owners who think their dog is not an animal and can just choose to behave. Besides even a well trained dog can suddenly react badly to stimuli- like if they see something new to them. Additionally you have the issue of other dogs fricking up your well trained dog.
