If a big dog has behavioral problems, people stay away out of fear and/or shame the owner. If a small dog has behavioral problems, its "cute" and people let live. Hence small dogs are more likely to do things like jump up on you. Objectively, the behavior is just as bad as that big dog you avoid. You just dont care about the small dog doing it because its small.
