Based on his actions I think he's trying to stay out of legal trouble so long as his life is not in danger. It would be an extremely sketchy self defense case that could turn costly given how many single never-moms will throw money at anything involving a dog. He's also probably unarmed, and doesn't want to get shot according to the american excuse: whoever pulls a gun first dies and it is 100% legalized murder.
And if he were weak, there are lots of more common reasons, like chronic pain from an injury, cancer, so he doesn't really deserve shit. You are obviously not talking about the USA. There is nothing legally sketchy about self-defense in this case. Any state in the country legally would allow you to shoot that dog. Some states would allow you to shoot the owner, too. The confusing bit is that the USA is by far the best country for legal self-defense with a firearm, so what country are you comparing it to in this schizo post of yours?
If the black guy shot him for pulling a gun and deleted the video, he could claim self defense and lie saying "my dog was barking and he said that if i didn't shut it up he'd shoot me". And probably get away with it.
Also self defense with animals really is a legal minefield. People have gotten charged for stabbing dogs that were latched on to theirs, while farmers got away with shooting golden retrievers for harassing sheep, because of a grammatical difference between two laws made 100 years apart.

And even there you are likely wrong, because how would the black guy get the drop on someone that already has their gun out? The black guy was the aggressor, in my state I'd be legally justified to shoot him because he was using the dog as a weapon against me.
