Dogs like to know what their humans are up to. Also by making themselves known they increase they chances of being pet. If you are making food, doge probably is hoping some disasterous accident befalls you and you drop your tendies.

It's dog germs which don't really do anything to humans. While dogs are technically more dirty in their mouse, your safer with the average dog licking you then breathing the same air as another human.
