My dog can open doors and lift the toilet lid
Once I kept the bathroom locked so that he could not enter it and the fricker just spent the whole day without drinking water
I started changing the dog's water bowl twice a day and even used bottled water just in case, but he wants the toilet
Also tried placing the water bowl next to the toilet just in case he liked drinking in the bathroom for whatever reason, didn't work
Right now I am trying to keep the toilet bowl clean to make the water as safe as possible to drink

see this here is the wrong way of thinking about it. dude wants water from the tap. Dogs have a far keener sense of smell than we do, so whatever is in the water in your line is what he wants, preferrably served in ceramic (metals and plastics smell different).
do and then fill it with water from your bathroom sink or tub, see how he takes it.

like said if its the height that's the issue.
the answer is obvious: restrict their access to the bathroom. if you catch them in the act of trying to get in, reprimand them for it. they only get a water bowl. eventually they'll get the hint that drinking something is better than drinking nothing
