Not true, they are skinned dead because active blood flow ruins the pelt. Skinning a dead animal is hard enough. It was actually vegan activists who paid poor workers to do that on camera (and it was a raccoon dog, not a fox). I doubt it's staged. The fur industry wants pelts in good quality and the cheapest and quickest way to kill an animal while leaving its pelt in good condition is to bludgeon it to death. This is where the efficiency lies.
The problem with that is that most of the time, it is sloppily and crudely done (whack the animal against a hard surface) and the workers don't care enough to make sure the animal is dead. To them, it(the animal) not moving is good enough to start the skinning so it's understandable that some foxes would still be alive while being skinned.
