I fish a lot of "High traffic" areas by public docks where fish have learned to avoid worms and rubber lurers. The trick is to instead use flies and very skookum braided spider wire. Nobody else will get a nibble and ill be reeling em in on my cheapo fly rod.
A lot of fish are often suspicious of bait, they're very hesitant to bite and often do "test bites"

Some fish, especially in Europe (people have been fishing here for a lot longer + aryan fish are smarter), have indeed learned to avoid bait

Too many fish for a few fishing line bait eaters getting caught to make a significant impact on the population of fish.
Plus, most fishing currently is done by trawling, dragging giant nets that decimate sea floors and catch thousands of fish indiscriminately, assisted by echosounders and sonar to locate fish.
So unless fish evolve to jam radars and hold knives in their fins to cut nets, they're doomed.

They make their predator sick or cause discomfort. Then that animal learns not to eat it.
Catch and release fishing is a very popular thing.
Learning has nothing to do with evolution. Evolution would be a non-negligible portion of average fish dying from fishing. Then the autistic fish that worries about that shiny curved bit becomes more reproductively successful and more fish are born with autism.
It's almost like evolution isn't real and instead fish were intelligently created to provide themselves as food for humanity.

Thousands of years is not long enough for animals to avoid something. That's why so many species go extinct on short notice. Evolution is inherently random and flawed.
