            Okay, but WHY are they not just returning his cat? It sounds like its confirmed he's the owner. So why not immediately give him back his cat?

            Shelters are usually mainly staffed by volunteers that have a frickton of shit to clean, food to prepare as well as do routine health check ups to all their animals. That's why you sometimes can only visit on a certain time schedule instead of waltzing in whenever you feel like it. They're too busy to be at every moron's beck and call.
