Any reputable place will tell you any issues the animal has, whether or not it can safely be around kids, other dogs, other animals etc and arrange for familiarisation visits. I've had adopted dogs, cats and a pony. Never had a problem with any of them, granted our pony is a stubborn b***h but that's her personality and it's actually quite good because she's not scared of anything so she keeps all the other horses calm.
If you're selective and particular when you go to a shelter then you'll end up with a great animal and you won't have spent money. Of course if you're looking for a working animal then it's different. For the majority of people they get a dog that sits in the house and goes on a walk sometimes and you don't need to go to a breeder to pay 20 thousand for some rare breed to get a couch potato companion.
