Think of it this way, some states require you to get an exotic pet permit (for reptiles and such) and you're supposed to keep it updated every time you get something. Of course nobody really cares about it nor does it really get enforced, but if one day the goverment decided to ban a certain species from being owned, they now have a list of all the people who own that species.
Just watch that video of the FWC officers killing that snake breeder's snakes because they put them on the invasive species list, even though he bought them before the ban and wouldn't ever release them in the first place.
