The water can't flow out/down because the water in the pool is blocking and it doesn't have the force to push it out of the way. And it would leave behind a void because there is no air to replace the water, which is just wrong
You can recreate this situation easily. When I was like 5 I would do this with a cup and a filled sink or bathtub, and put my hand up the cup to check that there really is water raised above the water level
