Technically, it's legal to shoot stray cats in your own land. If your pet keeps all the time roaming freely, you can technically get a fine for abandoning a pet according to the law. It's a little bit of gray area. So there are many reasons why to reduce the risk of the pet running away is highly encouraged. Government got so tired of "non-spayed accident puppies/kitten" and dog mills, in this year, the law was passed, we're obliged to register every present and future dog in the state books (chip, dogs and owner/seller information ect..). Now it's illegal to sell non-registered dog, even mutts. It was supposed also applies to cats, but they knew they don't have funding for that. Maybe after testing out how the dog part goes, they will get more funding.
