Neighbor below complains about my budgies' noise. I have 3 budgies and they wake up around 8:30 and go to sleep when it's dark. They make some noise during the day but they are more calm in the evening when I come back from work and turn on the light.
I don't think they are that noisy and I don't really understand what's the big deal even if they make noise during the day. But maybe I should do something about it? Not sure what though. Or should I just ignore that old fart?

Ignore. My neighbor says my dog is noisy and barks all day and says I leave outside for 8 hours while I'm at work and called animal control on me.
I work from home and my dog only goes outside to shit about two minutes a day total.

I'm looking for different perspectives in this thread. To me she seems like a typical old person who complains about everything but maybe I'm being unreasonable and I should do something about it idk. Also if she complained to my landlord it would be a problem, because they are friends.

You can't really do much about them making noise, but maybe you can try something to dampen the sound? Obviously acoustic panels aren't cheap, but you might be able to find substitutes or DIY type stuff online. Moving the cage to a more favorable place is another option.
parrots including budgies are noisy animals. not sure how you got into a situation where you buy noisy animals when you live in such close proximity to other people.
I'm renting an apartment and my landlord allowed me to bring my budgies. Not sure what's so difficult for you to understand how I got in this situation. Many people keep budgies in their apartments.
There's really no better place in my apartment than the one they are currently in. I feel like if they made noise during late hours or early morning then I would look into sound dampening but right now it seems like a waste of time for one crazy neighbor. I can often hear yelling from her apartment and it looks like she doesn't give a shit about it. The way I found out she even had a problem with my budgies is by hearing her yell about it in the morning calling me names.
Get a bluetooth speaker, place it hidden, but near her window and play wild bird sounds throughout the day. Start the calls at 3am each and everyday. Slowly add more and more exotic bird calls to the playlist as time goes on. One day just stop the sounds and she will be happy it's just your budgies during the day.
She probably gets mad at the wild birds making noise, but probably understands at least unconsciously that there's nothing she can do. With your budgies she has a shot at making the noise stop even if it is only during the day time. Mean old people just love getting pissed off at stuff also.
