They would be the greatest discovery in human history proving that there exist a different world that follows different rules and how they can seemly break the rules of our universe as we know it so the first action would be to protect them and breed as much as possible to get more of them and test what they can do. They probably would be like aliens but in an even more extreme extend since they are not even from our universe and we probably will realize they have human or near human intelligence so there will be groups advocating giving them human rights.

Pokémon are usually depicted as fully understanding human speech and being about the intelligence of a child. They also are incredibly powerful, violent, and almost unkillable. I think any interaction with them would be similar to treating a mute invulnerable toddler with a gun, which is to say that they would be absolutely terrifying and probably shot on site.
>fully understanding human speech
Only certain Pokemon like Lapras or the Latis can do that. That's why the dex specifies those abilities >b-b-but Pokemon react to/what humans say
Yes, because it makes Pokemon more likeable characters than if they just stood there confused. All children's series do this with creatures and animals btw
>Pokémon repeatedly showing the ability to understand human speech doesn't actually mean they can understand human speech because... ummm... it just doesn't okay?
Also there are multiple Pokemon canons (Mystery Dungeon and Pokepark being the biggest examples) where literally every Pokemon is fully sapient and talk in English. You also have the anime, where even the Pokemon who can't speak are very clearly shown to understand human language and even respond to it (in their weird Pokemon language) with relevant statements.
Some pokemon learned to talk fluently in human language. Apparently most just don’t bother since they can be understood most of the time without that anyway
How do they know the names for different moves and react when their trainers tell them to dodge? Or target specific things that their trainers tell them to? Even if they just have an extensive lexicon of individual phrases and words, it means that every Pokémon is capable of understanding some facets of human speech, aka like a young human around the age of a toddler.
Besides, way too many Pokémon understand human speech in the anime and manga, and it’s not just context clues. They’re intelligent and capable of language, even if they can’t speak due to anatomy.

This cat is fat.
You mean a dog.
I always assumed it was meant to look like a fox
It clearly has ears of a hare.
Pets, most in not all evolutions require out side help from a human to achieve.
they're genetically engineered soliders
Military assets
They'd be seen as fleshlights

They would be seen as potential spouses.
