      Introduce people into the Rio Grande and other rivers.

      We're really good at fricking up other large predators. Airdrop a couple hundred babies in there and the otter problem will fix itself in no time.

      They prefer large, bottom feeding fish, and basically ignore small fish, given they are ~5ft long predators. They'd do less population damage to indigenous fish than the swarms of Plecos, which will eat anything small enough to fit in their mouth, outcompete locals for food supply, and decimate some populations of native plants.

            Literally, there have been (a few, rare) jaguar sightings in Arizona and New Mexico within the last ten years. It's been considered a good sign by ecologists since they hadn't been seen in these areas for over a century, if not closer to two.

            Other silly and uninformed people have chosen to be stupid about it and decided to freak out like a t. rex had come back from the dead.
