Outside of birds there's a select few Cephalopods that also exhibit signs of intelligence (octopus). Anything that isn't a corvid, parrot or cephalopod can probably safely be considered a lifeform devoid of any kind of higher-functioning thought that otherwise only mammals are capable of.

An actual threat is when they start sinking oil rigs, shipping container shipa, and somehow coming on land and exterminating seaside towns

A fully aquatic mammal is never going to be able to develop high level tool use. Especially considering they won't ever have opposable thumbs
