          I'm not on the Aquarist team, but generally they try to avoid touching the animals where possible.
          When up close to her, I'd say her scales look a little more like the scales of our rays?

            I've actually touched one of these dudes as I worked at an aquarium that was (and still is) pretty much hack tier and keeping them in a touch tank with other rays. They feel much like bamboo sharks in that they're very rough with their flesh being somewhat soft underneath.

              now our touch tanks only contains sea stars, crabs, anemones, and a handful of molluscs, and by the end of 2024 touch pools are going to be outlawed here in the UK

                I think the public (mostly kids) should handle animals to remember they exist and keep them in mind. It leads to more contribution to animal related matters later in life, like charities or votes for habitats

                The government doesn't want people to support their local community or have any sort of attachments or opinions outside of those funded and supported by the aforementioned government. Diversity kills community engagement, which means a diverse citizenry only engages with the government, not each other.
