That's an odd categorization. The ones who don't care about the breed are good people, while the ones who care are not? I don't see how that makes sense. Dog owners should understand the breeds they own and care about their working purpose. They should try to give their dog the kind of a lifestyle that dog was bred for. A person who doesn't research the breed they own doesn't sound like a good dog owner to me.
Either way, whether you love or hate dogs isn't an indicator of what kind of a person you are.
Someone who loves dogs might love them so much that they become a misanthrope and consider dogs more important than humans. They might become a hoarder and end up with so many dogs that they can't take care of them all properly. They might cover up bite incidents out of fear that their dogs would get taken away and euthanized. They might bring aggressive dogs into public spaces and put other people in danger.
Someone who hates dogs might hate them because they were bitten by one. They might live in a location where feral dogs shit everywhere, spread diseases, kill livestock and attack people. They might have lost a loved one in a dog attack.
Even if you love dogs, there are plenty of ways you might end up causing harm to either dogs or other people. And even if you hate dogs, that's not a bad thing if you simply avoid them instead of trying to hurt them.
Loving or hating dogs isn't the litmus test for being a good person. How you treat other people and animals is what matters.
